PSU-OUS Admission Policy

ADMISSION REQUIREMENTS

The Open University Systems of Pangasinan State University admits students regardless of race, age, sex, socio-economic status, religious belief, political affiliation, conviction or ideology.

Doctoral Programs

An applicant must:

  1. be a holder of Master's degree in education
  2. have a GPA of 1.75 or better
  3. submit the following:
  • an accomplished application form including two (2) passport size photo.
  • transfer credential from last school attended
  • original and xerox copy of the official transcript of records
  • study permit (for employed applicants and foreign students only)
  • resume
  1. pass the interview and the admission test

An applicant must:


GUIDELINES FOR ENROLMENT

  1. Must pass the interview with the Executive Director, Deputy Director or the PSU-OUS Registrar.
  2. Must submit his/her Official Transcript of Records from the last school he/she attended.
  3. Must submit his/her resume with 2X2 pictures (current picture)
  4. Fill-up registration form
  5. Have assessment of fees
  6. Pay to the cashier
  7. Get classcards from the registrar


REGISTRATION

No student shall be registered in any subject after the last day of late registration (one week after the last day of enrolment), but in no case shall it be later than five (5) days after the last day of late registration period.


ACADEMIC LOAD

Working/part-time students are allowed a maximum of 9 units every semester and summer session.

Full time students are allowed to take a maximum of 12 units every semester and 9 units during summer session. Deviations from these may be allowed only in exceptional cases to be determined by the Executive Director of the Open University Systems.


DROPPING /CHANGING OF COURSE OR SUBJECTS

Dropping of subjects shall be allowed before the mid-term examination. After the mid-term examination, dropping is allowed only by reason of illness, supported by a medical certificate.

Changing of subjects or courses is allowed only during the first three (3) weeks during the semester (3 days during summer) after the opening of classes, subject to the approval of the professors concerned, the program advisers, and the executive director.


WITHDRAWALS, CHARGES, AND REFUND OF FEES

The authorized withdrawal period is three (3) weeks during the semester  (3 days during summer) after the opening of classes. A student who officially withdraws his enrolment shall be charged 50% of the total fees.

Students shall be charged 50% of the total fees upon registration.

Tuition and other fees will not be refunded if courses are dropped or a student transfers from PSU-OUS to another school.


LEAVE OF ABSENCE
            

A student who has been accepted into the OUS and after a number of semesters/summer terms decides temporarily to stop for various reasons should apply for a leave of absence upon the recommendation of the Program Adviser to be approved by the Executive Director.


RESIDENCY

To establish residence, a masteral student must earn 12 units while a doctoral student must earn 18 units.

One who has finished the academic requirements and enrolled in thesis writing but has not formally completed the program is advised to enroll every semester and pay the required residency and library fees until such time that he/she is able to present his/her thesis/dissertation to the Oral Examination Committee.


UNIT REQUIREMENTS

A master's degree should have a minimum of 45 units and a minimum of 70 units for the Doctorate degree, including the units which have been properly accredited by the PSU-OUS committee. This shall include the thesis for the masterate and the dissertation for the doctorate degree.

A master's degree must be completed within three (3) years but not beyond five (5) years and a doctorate degree within five (5) years but not beyond seven (7) years from the start of the graduate work, excluding the period of leave of absence. Deviations may be allowed only in exceptional cases upon the recommendation of the Registrar to be approved by the Executive Director.   


GRADING SYSTEMS

The students will be evaluated on the following areas:

a. Performance in long written examination        -  40%
b. Oral examinations/oral reports                      - 30%
c. Term Papers/written reports/quizzes             -  20%
d. Class participation                                     -  10%
                                                       TOTAL    100%

The percentage ratings shall be converted to their numerical equivalents. The numerical ratings should be reflected in the rating sheets.

The least passing rating is a credit of 2.00 in any of the specific courses in all programs. the incomplete grade or INC is given to students who may not finish the requirements in the normal term. However, the INC shall be removed within a period of two terms, if not a grade of 5.00 or failure will automatically be given by the Professor. On a case-to-case basis an depending upon the individual merit of the official appeal of the student, the period may be extended for the fulfillment of the course requirements.


COMPREHENSIVE EXAMINATION

The Comprehensive Examination (CE) is a requirement for candidacy in all programs. It is integrative in nature for both foundation courses and specialization, cognates and/or electives. However a separate examination shall be prepared in both divisions.

A student is allowed to take the comprehensive examination if he/she has completed all or at least 75% of the academic requirements with complete ratings and has paid all financial obligations.

The percentage weights of this examination are:

                a. Foundation course ----------- 35%
                b. Major/Specialization ---------  65%

The following is the rating scale:

                    90 and above      ------- High Pass
                    80 to 89             ------- Pass
                    70 to 79             ------- Low Pass
                    60 to 69             ------- Condition
                    50                     ------- Failure

Conditional failure is elevated to "low pass" or down graded to "failure" by a committee on a case to case basis. Written or oral examinations to remove the conditional failure shall be taken as an option depending upon the decision of the Comprehensive Examination Committee.

The examination is good for four (4) hours for the foundation courses and six (6) hours for specialization courses.
