The Philippines is now recognized as the fastest growing educational arena in the Asia-Pacific rim. It is an emerging tiger economy and aspires to be at par with the rest of the countries by the turn of the 21st century. To sustain and even accelerate this status, the national strategy is to pole vault educational development to meet the challenges of the third millennium. The need is to redirect and reorient the various human resources of the government to the future requirements of growth through creativity, innovativeness, entrepreneurship and self-initiative for a more integrative government delivery systems, supported with the latest state of the art of information technology.
Goals and Objectives
The PSU-OUS seeks to transform the teachers and administrators to become innovative and creative educational managers and prepare them for their appropriate roles in the age of information revolution. Specifically, at the end of the Program, the instructional leader shall be able to:
Provide the educational and managerial leadership in the articulation and sharing of a vision of academic excellence among the teachers, pupils/students and the community.
Lead the school authorities through innovative and creative management strategies, in seeking opportunities for school growth and development.
Raise the quality of the teaching-learning activities, and seek the empowerment of teachers and continuous professional self development.
- Prepare, implement and evaluate school development plans with the school authorities in the context of technological and environmental developments.

He or She moves the school from mediocrity to excellent academic performance. Because of this, societies have always looked up to the Principal as a responsible leader. With such expectations, the Principal does not only manage the beauty and safety of the school facilities, but promote the conducive learning atmosphere that makes the teachers and pupils/students excel and realize their full potentials.
The average performance of the schools in the Philippines therefore require among others, the empowerment of the Principals. To empower the Principals, it would equally require efforts in strengthening their capabilities as academic leaders in the schools. Based on their specific needs, the M.A. in Instructional Leadership is designed to develop their basic leadership competencies in instruction.
